Does a tankless water heater make sense in Apache Junction?

Tankless water heaters are genuinely good products, and they are sold in Arizona with a lot of the important local caveats left out. This is an attempt at the full picture rather than either half of it.

What the local water does to that picture

A tankless unit heats water rapidly as it passes through a compact heat exchanger. That concentration is what makes it efficient, and it is also what makes hardness a problem.

Scale forms fastest where water is heated hardest. In a tank, deposits fall to the bottom of a large vessel and accumulate slowly. In a tankless exchanger, the same minerals deposit directly onto the narrow passages that the whole design depends on.
